City Ordinance Drafting Problem
Instructions: The problem requires you to draft a short city ordinance. It should have only three (3) sections and should not be longer than a page, double-spaced. Bring your draft to the first class, January 11, 2002.
In the wake of an accident in which a motorcycle speeding through Sorority Park ran over and killed an elderly, retired law professor, the University Park City Council wants to enact an ordinance. You are legislative counsel to the Council. They have given you an outline of the ordinance they want. You should complete the draft:
Sec. 1. Findings. The Council finds that vehicles create safety problems when they are operated in parks and further finds that the best solution is to ban all vehicles from all municipal parks.
Sec. 2. Prohibition. (a) [insert a 1- to 2-sentence prohibition here]
