Ballot for proposed By-Law changes:
Proposed Amendment (I)
ARTICLE VII - THE EXECUTIVE COMMITTEE
1. The members of the Secretariat of the IEFS will consitute the
Executive Committe, which will:...
replaces
1. The members of the Secretariat of the IEFS as well as the Presidents of
regional associations will constitute the Executive Committee, which
will:...
ARTICLE IX - DUTIES OF OFFICERS
1. The Secretariat of the IEFS includes the President, the
President-elect, the Past-President, the
Executive Secretary, the Treasurer, and the Editors-in-chief of any
Society journals.
replaces
1. The Secretariat of the IEFS includes the supraregional officers of the
Society. These officers include the President, the President-elect, the
Executive Secretary, the Treasurer, and the Editors-in-chief of any
Society journals.
2.b. The President-elect will assume the responsibilities of President
in the subsequent term, and the President becomes the Past-President until
a new President-Elect takes office.
replaces
2.b. The President-elect will assume the responsibilities of President in
the subsequent term.
Rationale: The Executive committee of IEFS-USA with right to vote
should consist of the IEFS-USA members.
This proposal creates the position of Past-President, for two-years after
the mandate as President. This should provide
continuity to the activities and business of the society. This is also
common practice in other societies such as the Econometric Society.
If the amendment passes, Prof. Peter Neary will be the Past-President
until the next election for president.

Proposed amendment (II)
ARTICLE X - ELECTION AND TENURE OF MEMBERS OF THE EXECUTIVE COMMITTEE
8. As noted in Article X, Paragraph 3, the term of office for Executive
Secretary and Treasurer shall be three
years. There shall be a term-limit of office of two consecutive mandates
for any elected officer of the society.
replaces
8. The term of office for Executive Secretary and Treasurer shall be three
years.
Rationale: We should encourage more turnover and more active
participation of all members of the society in its administrative
duties. This should bring new member participation and healthy turnover
with new ideas and innovations. Note that this does not preclude the
officer to pursue an election after waiting for
one or more terms, say an officer may serve two terms and seek to be
reelected after a three or six year waiting period.
Vote for proposed amendment (II)
